INCOM Tournament Rules (ITR) version 3.2 has been approved by the Council and published to the Documentation for the Public folder at bit.ly/incomarc. This release will be valid from November 7th, and introduces several changes to the rules.
Competitors (& Officials) might want to note the following:
Changes to saber color/sound provisions. Cannot be disruptive or confusing. Rewritten blue blade rule (§2.1.4). Rearranged general provisions for hilts (§2.1.5). Changed expiration of blades (§2.1.6). Minor changes to combat pants details (§2.2). Minor changes to gloves and knee pads details (§2.3.2, §2.3.7). Removed rule about disallowed weapon matches (was: §3.2.1) to implement Act 2022/05. IH declaration section improved for clarity (§3.4.2) and to implement Act 2021/04. Clarified when penalties for disturbance can be applied (§3.7.2).
Officials will want to have a detailed look at these points, especially the changes to the signals:
Improved vocal signals section to better reflect current practice (§3.3.1). Added “card?” gesture to dialoguing signals (§3.3.3). Some edits for clarity in §3.3.2 and §3.3.3. Added examples of hits for proximity in change of target case (§9.3.13). Clarified that medical staff can intervene for injuries, sickness, apparent confusion or any other medical issue (§7.6.3.1).
We recommend to Event Managers, Rectors, Deans, etc. (& Officials!) to have a look at these changes:
Clarified leaderboard paragraph (§7.3.2.3). Extended to A brackets (with exceptions) the rule about Head Officials not being able to act as Officials in multiple arena tournaments (§7.4.4). Added requirement of having a circular arena to B brackets (§7.6.1). Changed times of tournament public announcement and communication to ONBOARD/INCOM and involved entities (§7.7.1). The person performing the draw cannot be a competitor (§7.7.3). Draw can be performed using yearly rating as a sorting criteria (§7.7.4). Changed table at §9.7.2 consequentially to other changes.
